DILG XI Conducts Orientation for Newly-Reconstituted CODI on RACCS and Sexual Harassment Case Handling


Davao City – April 14, 2024 – The Department of the Interior and Local Government Region XI (DILG XI) conducted an orientation session for its newly-reconstituted Committee on Decorum and Investigation (CODI) at the LGRRC Conference Room. The session focused on the salient provisions of the 2017 Rules on Administrative Cases in the Civil Service (RACCS) and its relevance to the CODI’s role in handling sexual harassment cases.


Serving as the resource speaker was Atty. Bernmarie D. Gentiles, the outgoing Regional Legal Officer of DILG XI. Atty. Gentiles delivered a comprehensive lecture on the procedural framework under the RACCS, emphasizing due process, evidence requirements, and the rights of both complainants and respondents in administrative disciplinary proceedings.


Particular attention was given to the application of the RACCS in sexual harassment cases, including the responsibilities and limitations of CODI members, proper complaint handling, and the importance of maintaining confidentiality and impartiality throughout the investigation process.


The orientation was attended in full by all members of the newly-reconstituted CODI, demonstrating their collective commitment to upholding integrity and professionalism in the workplace. The activity also served as a venue for capacity building and clarifying critical roles in ensuring a safe, respectful, and gender-sensitive environment within the organization.


This initiative reinforces DILG XI’s dedication to enhancing internal mechanisms for accountability and fostering a culture of trust, respect, and zero tolerance for harassment in the public service. CEF
